School projects over by millions

BOSTON - With a partial audit of school construction projects across the 
state showing significant cost overruns - up to $200 million so far - 
the state is clamping down.

The School Building Authority on Wednesday adopted new regulations meant 
to rein in public school building projects and district officials' wish 
lists, said Executive Director Katherine Craven.

"The scope of the project should be clearly delineated, so everyone 
agrees up front what it is everyone's buying before you get a shovel in 
the ground," she said.

New regulations approved by the Authority's board yesterday will require 
districts perform due dilligence before applying for reimbursement to 
the state, such as inspecting whether the site it they want to build 
upon has contaminated soil.
