State of Environmental Justice in America
Conference

CALL FOR PAPERS

Environmental Justice in America:  It has been more than 25 years since 
the Warren County protest that arguably gave birth to the environmental 
justice movement in this country.  It has been twenty years since The 
United Church of Christ published Toxic Waste and Race in the United 
States, a nationwide study that further documented the association 
between hazardous waste facilities and the racial composition of the 
communities hosting such facilities.  It has been fifteen years since 
the National Law Journal found that EPA enforcement under Superfund and 
other environmental laws was inequitable by race and income.  It has 
been twelve years since the Presidential Executive Order requiring that 
the principles of environmental justice be implemented throughout 
federal programs.

The National Small Town Alliance, the Howard University School of Law, 
the United States Departments of Energy and Agriculture are teaming with 
others to review the environmental justice movement and to determine the 
State of Environmental Justice in America:  What do we mean by 
Environmental Justice in the 21st Century?  Have we made progress?  What 
remains to be done?

This effort will team with communities, scholars, researchers, 
government the private sector, and others to issue a comprehensive 
report and conduct a conference on March 29-31, 2007.

Call for Papers:  The conference planners are inviting individuals to 
submit a short abstract of no more than 250 words that describes the 
current state of environmental justice in one of the areas listed below, 
preferably placing your discussion in the context of changes that have 
occurred in the selected area in the past 25 years.

A suggested list of topic areas include:

* Success stories in assuring justice for communities
* Sustainable community planning and development/smart growth
* Just and sustainable energy policy
* Community participation in environmental decision making
* Building community capacity
* Distribution of community benefits
* Access to public health benefits
* Provision of infrastructure and resources in rural America
* Facility siting and environmental justice
* Environmental education
* Conservation Cooperation
* Innovations in environmental justice legislation, regulation and 
litigation
* Environmental justice considerations in emergency preparedness and 
homeland protection
* Other


The abstract should include the submitter's name and contact information.

Accepted papers will be included in the comprehensive report, presented 
at the conference, or published in one or more conference publications.
